But if i could hire someone to build a pc and tell him that i need it to be 1000 or under 1000 euro, could he build a pc good enough to run CoD and such?

Don't buy that PC. 1000 for that is really overpriced, the sellers is basically scamming you. If you want a cheap PC, go to your local electronics store and look for a PC with specs that are these, or close:
CPU: AMD Phenom II X6 1090T Black Edition / Intel Core i5 Dual Processor i5-661
GPU: Gainward GeForce GTX 570 1280MB PhysX
HDD: Western Digital Caviar Black 1TB
Cabin: Cooler Master CM 690 II
Ram (Memory): Corsair Dominator DHX DDR3 1600MHz 8GB
Power supply: Silver Power SP-SS620M 620W PSU
Motherboard: ASUS M4A88TD-V EVO/USB3, Socket-AM3
The optical driver doesn't matter, it's not that important to have a beast one - as long as it's decent. Anyway, a PC with these specs is around 900 in Norway and is 100 times better than the one you posted. Try finding a site like newegg.com in Belgia, there's bound to be one. This PC will run all recent games on High / Ultra on 30-60+ FPS. Games like The Witcher 2 will run on 25-30 FPS on Ultra, I believe. It's one of the most demanding games out there at the moment. Hope I helped :-)

If your local store allows this, you can pick the parts yourself and make them assemble them for a small price. Also, Windows OS can be aquired with a different method.
