Click on the green flag on the bottom right hand side.

There you can Decide on how much rep you want to give (You can not give more then you have, and a maximum of 50)

You can do this 10 times in 24 hours I believe

You give rep you click the green flag next to a post, you can either give +Rep by agreeing or -Rep by disagreeing and you can only give the amount of rep that you have e.g. I have 49 Rep so I can give someone 49 Rep.
