Hey guys, here is a list of apps and packages in cydia that i would recommend installing after you have jailbroken:
Five Icon Dock - allows user to fit 5 icons in the dock
Winterboard - package for loading themes and other tweaks
OpenSSH - allows secure shell access from a computer
SBSettings - useful command line app for easily turning off wifi/bluetooth/ssh/ and other adjustments like volume control
Volume Boost - does what it says on the tin
Android Lock - a fun tweak that allows you to create a drawing pattern that you must draw to unlock your iDevice
APTBackup - very useful! this package remembers all packages installed by cydia so when you have to restore and rejailbreak, install this baby and all your previous packages will be installed again
Insomnia - allows you to run wifi a very long time after the iDevice has been locked
Fakecarrier - little tweak to change the "iPod/iPhone or iPad" string in the top left corner
Backgrounder - allows you to background apps to enable downloading
CyDelete - delete cydia apps without using cydia
Extended Preferences - extends functionality of the Settings.app
MobileMusicPlayer Flip - turns Music.app + Video.app into iPod.app (for iPod only)
iProxy - proxy-free webbrowsing
Mobile Terminal - command prompt for iDevices (useful for everything!)
Extra Sources - go to Cydia --> Manage --> Sources --> Edit --> Add
Hackulous - [ Register or Signin to view external links. ] (for free apps and an app cracking tool)
Packages:
Installous - for free apps
App Sync - a patch to the MobileInstallation.framework to allows free apps (IMPORTANT!)
Sinful Iphone - [ Register or Signin to view external links. ] (contains cracked cydia store apps that you do not have to pay for)
Packages:
MyStrings - edit system strings
Infiniboard - vertical scrolling on springboard
Infinidock - horizontal scrolling in the dock
iFile - local file browser

Great list. Too bad I have OS 4 now.
Edit: I would add Make it Mine to the list (I think that's what it is called) it allows you to change your carrier name and type stuff where the time is (banner)

I would but there are so many and different people like different themes, like colourful, or all on coloured. And then we have User Interface changes like PogoPlank to think about which is all crazy stuff.
