No, the government didnt plan Pearl Harbor they intercepted radio calls that said the plans of the Pearl Harbor attack days before it happened. The Admiral in Pearl Harbor wasn't notified of these radio calls until after it happened. That sounds really stupid for Roosevelt to do.
