Is it possible to use the Hybrid Sight attachment on a gun with the 2 Attachments Proficiency so you can have for example a Silence, Holographic + ACOG sights all on one gun?

Hybrid sight counts as 1 attachment so yes

Yes hybrid is an single attachment so you can have whatever with it.
