Several topics about this rumor have been created, I vote Myth. If you boosted your way, you could easily get 10th prestige in sooner then 11 days. They would reset a ton of people high in the leaderboards. They will not do this, it would upset many people. People were 10th prestige before 11 days playing time. Sorry, but this is false.

I don't know, Because some people can be tenth prestige because they are really good. Like my friend on WAW when that came out he was 7th prestige in 1 1/2 day gameplay and he did get reset so I really probably would say yes
