do quests for people in the companions. you eventually are allowed to turn into a warewolf.

I became a Werewolf through the Companions questline , I don't know if there's another way.

I personally didn't like being a Werewolf because it takes ages to turn into one and people can kill you while your changing and your attacks aren't as powerful as they should be. I don't think I'll be using my Werewolf powers unless they buff either the attack damage or give you a health boost.
