Redo the yellow wire, doesnt look like its fully connected, detach it, add some flux and add some solder, tin your wire, and connect the 2 points

I could be wrong but JP needs to be closed on RGH2.
soldering needs a touch up, Cpu RST looks really bad on coolrunner side, Post out looks off centered in pictures and seems its barely making connection.

woohoo! got the green light to flash by using the alternated point but the bad news is xell still wont boot i waited abou 3 mins so no dice i will try the other timing files any ideas

try using a 470pF & 3.3K RESISTOR in parrallel on CPU RST.
or just mess with the cable and 1,2,3 on coolrunner
