My 16 mb Jasper will boot fine (very inconsistent and sometimes extremely quick and painfully long boot times) when it is open and not reassembled i.e I look down and see the fan shroud, disc drive etc. I dont understand should i re-route my wires? Any ideas?

Did you screw in the screws that holder the main parts and case together? Try, removing the screw in the middle nearest to the fans
