Unplug all your xbox cables make sure there are no games in it, then face it so the disc drive is face down toward the floor and drop 6-8 inches on a carpeted floor. This should unjam the laser. The reason why it doesnt work is because the rail the laser moves on is stuck so it wont go over and read any disc, therefore thinking there is o game in there. This fix is only temmorly and It will get stuck in the next 5 weeks after so it is better to get a new xbox
Also if you have a T tork 8 screw driver with the security hole you can manually take it apart and move the stuck laser,*Note to do this you must cut some security stickers that will make your warranty VOID

Also keep you xbox horizontal!!

have you taken apart your Xbox?
if so have you turned it on with out the disk drive if so that's why it wont work.
the only way to fix this is to flash your Xbox 360's disk drive
