I really hope there will be a new one, and I reckon there will be one as still many pieces of the puzzle have been taken out of the box.
I think within 5years we shall have one - they need to get a story together yet also keep actors consistent so that people will watch the film and since Bale was filming batman for the past few years I think it should not be too long if they're going for it.

Also if you read into it more you can see people have the rights to the film etc.
here's what Wikipedia states regarding a new film:
