Yes, you can build a pretty decent machine for $400...just not one running Arma 2...like AT ALL.
What would be like a minimum price to run arma 2? no monitor.

I wouldn't recommend anything less than an i3-2100 + 7850. That'll run you a good $320 alone - factor in another $100 for a MOBO, $70 for HDD, $20 DVD ROM, $65 for a PSU, $50 for a decent case, and an 8GB kit of RAM will run you a good $40.
You do the math.

Hey, how can I test a power supply? Just parted out my brothers old PC. I parted it because it was old and outdated, and unused. It would not turn on anymore. When I plugged the power supply into the wall, the power light would light up immediately, I unplugged the cord from wall and it was still light. And would only go off upon pulling the pwer supply from the MOBO. Im guessing it has a short in it?
EDIT* When I jump it using a wire, the PSU fan comes on. When i connect it to the MOBO, it doesnt. Is it not putting out enough voltage?

Ah, but they are. It's not like a console at all and you can run games at higher resolutions just like you can run them at lower resolutions. For like $350, you can get a Korean 27" S-IPS 2560 x 1440 monitor with a guaranteed very low dead pixel count if there are any at all.
I heard those Korean monitors come with no warranty, and you can't return them if they are DOA, etc.

Root beer offered me an i3 2120 3.3GHz and ther is an i5 2500k 3.3GHz I dont get it are they basically the same? Someone help me!!!

If anyone has seen my build post...I was wondering if it will do crysis 2 mostly ultra settings? I have ordered my parts and will be building it once it arrives so I can't wait:D r00t b33r is the best.

They do come with a warranty but I doubt it's any good since you'd have to ship it back all the way to Korea and pay for it from what I have heard.
They are O.K monitors for the price but a lot of people tend to look over the negatives...
- Glossy...it's more or less a mirror on dark pages.
- Below standard build quality.
- ''Perfect pixel'' = 5 or less.
- Dealing with Korean RMA system.
- Higher chances of bleeding due to them not being A+ panels.
If you can live with all of that, the monitor is as good as you're going to get.
Some people on OCN have perfect panels but some have horrific ones...
