I know this isn't a pc building topic but was wondering if you could help me build one for around 700 GBP.

That's a bit broad. So I'll give you BF3, skyrim, and fallout.
BF3: Medium settings
Skyrim: About 35 fps on high-ultra
fallout: max settings.

Far Cry 3 is going to be much harder on cards than you are saying so far and these numbers aren't even with AA maxed out. You'll also need to look into driver updates and betas before you give people a prediction for this game because it's very new and stupidly demanding. AMD's 12.11 beta 11 drivers, for instance, give you a HUGE improvement in FC3.

I have to disagree, Im using an 512mb HD 4850 which is about $20 nowadays and I can play on high settings with about 50-60 fps easily Other specs: i7 920 3GB RAM
