Your power supply... that is too high. For you, 550 Watts will be enough.

Your graphics card isn't the best but it should run games at about 40-50 fps. The ram is fine. I'm not good with amd cpus so I can't say if it is good or not.

Rate: 5-10?

^^
can someone confirm this?
my friend said that the water cooler and video card sucks up alot of power and you need 25% more power than the computer needs.

Your friend doesn't know what he's talking about, then. This rig wouldn't draw more than 400w overclocked, so a ~500w unit is ideal. What's your budget and currency? The build is no good, either.

Sorry, I don't do bias. If you want to shoot yourself in the foot and buy and AMD CPU, be my guest, but you're simply buying an inferior product. The Intel 3570K is better than the AMD FX 8350 in almost every measurable way. Just look at the benchmarks, I'm not biased, I'm just recommending the better product based on the information given. The only thing that would change my views would be a change in the known facts.

Here's what I came up with for around $800.

There's a $10 off coupon on the PSU and Bioshock Infinite comes with the card, so I think it's safe to say going a little over is fine. This build is heavy on CPU power, so if you wanted to make it more focused on graphics performance, you could upgrade to a 7950 and get an i5-3350P, B75 motherboard, and no cooler.

Absolutely. The 7870 is fantastic and a lot better than the 6870, but what I'm saying is that if you give up the ability to overclock and 3 CPU bins (1 bin = 100 MHz), you can get a 7950 instead of a 7870.
