I used to have a white xbox and it got console banned but I have a lot of good stuff on the harddrive can I give it to my friend?

The HDD will be fine, nothing will happen.

No you cant give it to a friend as the HDD will now be corrupt.. Happened to me a few years back, ive been console banned many MANY times

He'll just have a HDD, none of the content that was on it.

License transfer it, they're all saved on his XBL account. If that also got banned, then it's gone.

Yes but then there's still the risk of being banned forever for theft.

The console gets banned however the Hard drive remains as good as new.
