Actually this is the part they are talking about:

Yeah it will most likely be a draugr. That's why I was confused.

Yeah it will most likely be a draugr. That's why I was confused.

In truth it just depends on your level upon arriving. Best way to phrase it would have been "The undead who normally holds the claw didn't have it"
