Nowhere does it state you can transfer a license to another account per the instructions posted for a License Transfer.

Also, per the Terms of Use:

you are not allowed to share profile/accounts on xbox 360 because its against terms of use
thats one reason you can get banned and its confirmed by the xbox 360 support!
