The only ways for you to give xp to other players with a modded save is to edit the skill for money drops to 32767, then kill zombies and let them take the money. They will get the challenge which gives them enough money to get Lv40+ from Lv15 instantly. Or you can drop items for them to do the little side missions like the woman who wants canned food or the guy who wants painkillers.
