It isn't. It's a bug with the marketplace apparently. People are struggling to download it normally, but a way to get around it is to buy it with MSP, but it won't take anything out of your account.
It is not bug idiot, it was done on purpose.
Every month until xbox one comes out they are giving away two free games each month;
this month is walking dead and fable 3, they announced this at E3.
(Next month's are assasins creed 3 and halo 3)
