I don't see what your issue is, just 'Block Communications.' It's as simple as that.
If you are wanting him banned so he doesn't troll another person contact 'MicroSoft Support' and they will assist you.

If he goes to school with him, getting his account banned will only make him more angry.

Which he could release that anger on your brother.

Just block him on Xbox and tell your brother to tell the school about it.

No this isnt a troll.. Yeah we have reported him in school today but the kid does a lot of bullying over Xbox to my brother and a few other people that I know
