At the moment you can't send Snapchats, but when the Phantom app is updated on cydia you will be able to.
You need a jailbroken device
Steps
1. Download iFile
2. Go to System/Library/CoreServices/Springboard and scroll down until you see N18ap.plist (the numbers may be different for you)
3. Copy it to clipboard (press Edit in top right, select N18ap.plist then press the board in the bottom right corner)
4.Now select it(when off edit) and view with "Property List Viewer"
5.Go on capabilites
6.Press the + in the bottom right corner and add the following(without speak marks)
7.Name-"still-camera" Type "Boolean"
Name-"front-facing-camera" Type "Boolean"
Name-"video-camera" Type "Boolean"
Name-"hd-video-capture" Type "Boolean"
8.Scroll down and turn them all on
9.Respring/Reboot your device
Note: This tricks your iPod into thinking you have a camera and will give you the camera app, however if you try and take it picture it lags your device and closes whatever app you're on, eg snapchat
This allows you to download any app that requires a camera provided you have the required IOS

this didnt work for me then again my ipod is **** up beyond recognition with its jailbreak but i have all this done but still wont allow the download because of no camera
