Assuming you mean 300-500$, I can already tell you now that the price range is too low to find anything adequate enough to run Skyrim on high/ultra with decent FPS. 1000$ will get you the whole way, depending on the prices from your local retailer.
You can get a high-end PC with SSD for around 700-800$. If you remove the SSD and have Windows on a cracked disk, you save a lot of money too.
Power Cable DVI M/M 2m
CyberLink PowerDVD 10 OEM CD
Voltagesafe PC-box
Corsair Carbide 300R Midi Tower OEM
Corsair CX 430W PSU
Intel Core i3-3220 Processor
MSI B75MA-P45, Socket-1155
Crucial DDR3 1333MHz 4GB KIT, CL9,
Sapphire Radeon HD 7750 1GB GDDR5
Samsung DVD Writer, SH-224DB
Kingston SSDNow V300 120GB 2.5" OEM
BenQ 21,5" LED GW2250E
DVI Monitor Cable
This is a very good PC, can run all games on max, might have some problems with Crysis 3 though. But you should be able to find it pretty cheap. Also note that this is without Windows, Mice and Keyboard.
I might be entirely wrong though, I base my knowledge off of Norwegian market prices. And they can be.. expensive.
