If someone licence transfers DLC to my mates account can he then lience transfer the stuff he got to me? Or does it stop at one person?

It stops at one person. You have to license transfer from the person who originally bought the downloadable content.

EDIT - BTW, how does it say you're only a one year member when you joined September 2011?
