Not adding it is just rock star being slightly lazy, instead of not having something at all you can just make it optional. Kinda like fallout with its realism mode where you have to drink water to survive and a that.

They could of added an enable/disable function of gas usage in the cars some people want it others don't personally i would like to see this added.
