Hurray!!! I fixed it!
Steps
Connect through automatic, no more DNS servers
Go to dashboard, settings, storage.
Go into games, GTA, and then delete the title update.
When its done deleting, hover over the hard drive and click Y. Then clear system cache.
Start the game, let the title update download. Click A when it asks story mode or online (have it go directly into online). If it doesn't connect, start a invite only session.

You also have to disconnect your gamertag from socialclub

It still Doesn't Work!
Is it because I Used the DNS Mods and I
Made a New Character and Won the Tutorial Race and Gained So Much XP It Crashed?
Because When I Got back on that Character Was Level 1000?????

I didn't do that and I'm still playing as a level 1000 right now.
