Imlevel 98 but for some reasom I never could call Lester. Can anyone help me

its probably because you just got all your levels from DNS, if you did you need to wait for him to call you and do a few of his missions

Have you done all of the missions on the map? Such as the L and the T? I found out the hard way I waited forever then found out I just had to do those missions.
