it means that you have been ip banned.

i think the bypass dns is

primary 8.8.8.8
secondary 8.8.4.4 or 4.4.8.8

this is a bypass however as you have been banned you will be level 1 and cant rank up again and you may loose some stuff as well

It is just a connection problem between you and the rockstar cloud services.
Restart the game and try it again. I had it before
