It doesn't matter if they have 5000 posts and 200 rep or 1 post and 0 rep. As long as they have a substantial amount of proof and they can be trusted it doesn't matter. It might be harder to sell but if he is legit, it doesn't matter his post count.

Yea I believ that you should have to have gold to sell.

Just because they have low post and no rep doesn't mean they are scammers.

Sure they prob only signed up just to sell but there is nothing wrong with that.

The forum is there for a reason been here for 2 years now and yes some of these "1 post" members have scammed but other members with 200 posts and 5-20 rep have scammed no difference once proof is provided.

That's been happening since forever. It does annoy me when new users just register to sell something/their services. Luckily, not only is it against the rules, but more people ignore the thread. The best thing you can do is simply report it and wait for a staff member to deal with the thread.
