hello ttg would i be able to upgrade my iphone 4s to ios 7.0.6 i am currently on 7.0.0. I don't want to go to 7.1.0

I believe so, download a version of 7.0.6 off the internet (See Link below) that is for your iDevice and then try to Shift Restore it, if that doesnt work let me know and I can help you out

No you cannot upgrade to 7.0.6.
The signing windows are closed and the only open windows are for 7.1, because thats the newest firmware.
