Would an AMD FM2 A8 6600K 3.9ghz Quad Core bottleneck an r9 290 with 8gb ram and a 1tb hard drive ?

People look at the word bottleneck as a way of saying whether something will work or not, point blank. Yes the card will work with that processor, why wouldn't it. However it might not be able to squeeze all the power out of it, so depending on your budget it may be worth looking at a more rounded upgrade.

What CPU would you recommend to pair up with the 290?

Well you can use google to see if anyones benchmarked your processor with the R9 290, then see if thats what you expected. Usually with that type of card people go for 8-Core AMD or Intel i5 territory seeing as its not a cheap card.

Well since your using AMD already switching to Intel would also cause you to change MOBO so I would just get the FX-8320 and Overclock it.

All APU's use FM2 or FM2+ so NO FX series processor is directly compatible. Depending on the motherboard OP has, will determine whether he can get a newer APU or whether its worth upgrading totally.
