Personally I have an Asus and I'm amazed with how good it looks.

IPS panel and a great one at that. 23" but the difference between 23" and 24" is minimal, plus anything larger than 24", you'd be looking at 1440p, which is going to go a lot over your budget anyway.
Myself and several other members have either the 21.5" version of that monitor, or that one and we can all vouch for it, amazing monitor, especially for its price.

I paid $99.00 for my Asus and its still kicking it hard. I recommend it.
