Nobody can say for certain if this would spark World War 3. It all depends on what the allies of North Korea and the US do.

It doesn't really matter though, North Korea make these threats all the time and never follow through on them.
They have to flex their muscles otherwise they feel powerless.

The draft likely won't be used again in our lifetime.
