I'm going to assume you'll want something better than what you currently own.

This is is what I'd suggest to render and edit decently if willing to spend more add a SSD

Xeon has 8 threads so handles editing/rendering better than an i5.

"as cheap as possible" isn't a budget though. Plus, we don't know if you need peripherals.

You'd need a Dedicated GPU if your going to go with Sanctyy's rig, but we still need a budget and a currency.

What is your budget and currency? (Pound sign does not work normally, use GBP abbreviation)
Do you need a monitor?
Do you need a keyboard?
Do you need a mouse?
Do you need an operating system?
What will you use the PC for?

^good catch, completely forgot to add a GPU.

OP-You would need a GPU since the Xeon doesn't have an iGPU. However, if you're not gaming, any cheap GPU will do. You can pick up something like a GT 740 for around £50-£60. I'm sure you can probably find GT 6** card and older AMD cards on eBay for under £30 that will do the job.
