They basically created them with the amount of funding they gave them. They gave Al-Qauda approximately $3,000,000,000, trained and armed them and to top it off Bin Laden was part of it.

They didn't need to give them anywhere near 3 billion dollars, also whilst we're on that topic. If you don't believe the government were behind 9/11 and that Al-Quada were, the government made them, which ever way you look at it they're to blame.
