Still learning everything so dont expect much from me.

Target
Improve FPS slightly/get the most out of the GPU/trying to learn how to overclock

Under the hood
OS: Windows 10
GPU: NVIDIA Geforce GTX 960 4gb
CPU: Intel(R) Core(TM) I5-3570K CPU @ 3.40GHz (4 cores)
RAM: 8gb

Situation
Watched a few videos while using MSI afterburner and played around with it. No matter what i do, i actually drop FPS after using MSI whatever I adjusting the Core Voltage, Core Clock, Memory Clock and so on. I use the "SniperEliteV2 Benchmark" and i get about 49-50 FPS before, but after MSI i get around 24-25FPS and was wondering if anybody had any ideas or has any experience with this kind of stuff. It doesnt overheat or anything, stays around 20C most of the time, just confused why this is happening.

Yes i know 960 isnt much, it runs all the games i want to play, just i want to see if i could slightly improve it without buying a better GPU at the moment.

20C under load seems awfully cool, my 470 runs 50-55C with 2 fans and the side panel off. If that 20C is an inaccurate temperature and it's actually a lot higher, you could be receiving lower FPS due to thermal throttling.

If i turn my fan on 100% i can get it exactly 20, right now says 27 on two programs.

What are your temps under load?

If you could give us screenshots of pretty much everything you're doing, that should be helpful. Overclock settings in afterburner, poor performance in games, utilisation and temps in game and temps under full load.

Also, what PSU are you using? Could be a shitty or dying unit.
