1. That is a £40 card not $40 2. It doesn't let me purchase as I'm from UK

Are you planning on using these for yourself, if so just purchase through xbox one, other than that don't see why you being from the UK stops you from making the purchase, you can make your way around it easier, changing settings on your account to a US account, using xbox migration, but I'm not 100% sure what you're actually trying to do.

Only comes to £38... If your from the UK that's £2 cheaper.

I'm purchasing an Xbox Account off someone it's not for Personal Use

If that's the case I'd recommend using paypal or something that you're not risk being scammed.

It comes up to $47.45 so it costing more than the card itself
