Fallout 4 framerate drops

Right so ever since the release of Fallout 4 I have had many problems with my framerate.
I know many people have this problem but I was wondering if anyone knows a way of fixing the huge frame rate drops that I get in the city areas?
My specs:
RX 480 8GB
FX 8350 4.2 GHZ
8GB of DDR3
I know this game is CPU intensive and having a FX 8350 is not exactly the best for this game but even with low settings I get huge fps drops like from a consistent 60 and then will drop as low as 20 fps..like surely something is not right?
I have checked the temps on my CPU and GPU and they are completely fine nothing to worry about, if anyone has any suggestions on how to fix this issue then I would appreciate it.
I have turned off godrays and even tweaked the ini files and still nothing has made this playable.

overclock to about 4.5 if you can. you are good other then that lower your settings some, or try a lower res.

I'll see if I can do that but I do only have the stock cooler on my cpu right now and already runs a bit toasty and I have lowered settings before doesn't really help like 4-5fps gain?

What OS are you using?
And are you using the Xbox app on windows 10 ti your using it thats been causing FPS problems for people

Yes guys drivers are up to date and I have disabled the Xbox app.
