They made it so with the new stimulus game types that it searches for local games first.
Like if you watch it at the top while searching it says <50 ms ping 70 80 100 and so on so it does take a while for some to find a game but you should be able to find one aswell...
It hasnt got anything to do with MS if you ask me

it's local search they will find games close to u before u go in other games.

Im Auzzie and can confirm this, every playlist it always says 0-50 good games, the ping goes up to 150ms then just loops the 0 to 100% stage never finding a game, I left it for 30 mins came back it was still searching in Stimulus playlist, I left it for 15mins to Team Deathmatch again no games, constant 0-50...

I've just been posting here and playing Saints row 2 until its fixed.
