I would say that they are cheating as you have an unfair advantage, but that still wouldnt stop me getting one

It makes you shoot faster big deal because your clip is only like 10 shots so youll have to reload during that time anyone call come around a corner and kill you. Modded Controllers give you an advantage when in a gun fight but it has its downsides also i think that just balances so its not a big deal. Mod just gives you a chance to shoot faster. If someone uses a mod against you, use a smg that has a huge clip end of story dont complain lol.

I think they are cheating but im not an expert so yeah

i look at it like a little perk to help you shoot
