I found this link from 'Team Xecuter' and is it used to JTAG your Xbox 360 (Xenon)? Assuming you have all the requirements pre nxe dash before 8xxx.

Let's correct that:

"Have all the requirements of a kernel version of 7371 or earlier with a non-patched CB (meaning exploitable CB)"

Then yes, you can JTAG a console with a kernel version of 7371 or lower with a non-patched CB verison.

But can you jtag it using that kit?

No that is just extra parts for the nand-x, you need to buy the nand-x or use a different flasher or lpt. I recomend if it is your first time to use the nand-x, clip the pin headers off and use diodes instead of the other s*** that comes with it.

What about using a Cygnos360 V2 chip? Can you jtag an xbox 360 with the appropriate kernal version using that?

Yes that would work, I have jtag'd a lot of box's but have never used a cygnos360 V2, I have used LPT, USB SPI, and the Nand-x... My personal favorite is the Nand-x I would use that.
