I really want to know how you get a older post back to the top of list can u edit the name and reset it? like Open/Closed?

What i mean is i see people with a 2 month old post but 1k comments and they just open close

They are not actually opening and closing it. They are just updating the title.
To bring it back to the recent posts you just have to post in it.
Editing the topic will not bump it.
