Either your HDD is very slow or you are using a very low end Graphics card. One or the other can not keep up with loading all the textures in GTA IV. I would recommend at least a SSD and a Radeon HD 6 ...

Seriously? a 6450 in a gaming PC? Im sorry but im not surprised you are getting low FPS. If you are strapped for cash buy a 6790. Great value and can play GTA IV on High and BF3 on Ultra

Dude go for a AMD build. Great performance to Value Ratio. I am running a AMD Phenom II x4 960T with a Radeon HD 6790 and 8GB Ram... i can play BF3 on ULTRA!
