Dev-Kits can not go online. They are used for devolpers to try there games and edit them before they release. They connect to seperate network called PartnerNet (Xbox Live but for Dev-Kits) It has a seperate marketplace with things avalible to download before Xbox Live.

Thats all i know about them.
