Not too expensive would be Turtle Beach X12's. Work for PC, Xbox and PS3.

Wired connection with bass boost, volume, and chat volume. Extremely long wire, easy to set up.

If you want specifically PC gaming, I don't know about that, sorry :/

I hate to break it to you guys, but headphones marketed as gaming headphones are essentially all garbage.

You also don't have to spend over $20 to get a great pair of gaming headphones. The Koss KSC75 is dirt cheap and it's sound makes it an incredible gaming headphone, as detailed in the guide.

If you want a mic, get this.

It uses a 3.5 mm jack, so this is ideal for PC gaming.

Mic + Headphones under $30 that outdo most high-end "gaming" headsets? Hard to beat. If you have a bigger budget, upgrade the headphones, not the mic. The guide will tell all!

Also, general headphone guide.

Defiantly look into the "Astro A40s" They are a fantastic all around headset/mixamp and produce great sound quality. The wired version features 7.1 Dolby surround sound, noise canceling microphone and a lot more. They have the ability to "daisy chain" with other A40 mix amps witch is why they are great for lanning and are used at most if not all mlg events.
They are fully cross platform which means you can use them on your pc, xbox, ps3, ipod, pretty much anything you can plug headphones into. As far as warranty and customer support they are fantastic. I would highly recommend getting their mixamp if you are thinking of getting them.

To say that all headphones marketed as gaming headphones are garbage is a terrible statement. For one you wont find the same quality as the a40s in a headset for under $20. And to have lanning features is a big thing for certain users especially if you plan on going to events. I'm not saying that all other headsets are bad but I am suggesting him a solid headset/mixamp that will give him great surround sound quality on multiply systems.
