I can't stress the word budget enough. I know some parts, for the most part, are bad. (Graphics card for example) and I will be upgrading them over time. This is just a base PC that I am looking at getting. Here are the specs;
AMD Bulldozer FX 4100 3.6Ghz Processor
ATI Radeon 6450 1GB graphics card
500GB SATA harddrive
4GB DDR3 Ram
500w power supply
Gigabyte M68MT-S2P motherboard

I only really want to play games like Portal, Half Life, Counter Strike and Garrys Mod. When I get a better graphics card I will be playing games like Skyrim, Fallout and GW2.

yep sounds good im gonna get a Corsair h100 watercooling unit random case 1200w psu HD Radeon 7950 and 24 gb ram

Looks good as a base model.
Make sure your Power supply has at least a bronze rating on it as it can lead to your whole system breaking if it goes faulty

One of my friends bought a pc from ebay for 450 and he runs COD4,Minecraft,Skrim and others on it all on high graphics.

You might as well snag a 600/700w PSU if you're planning on upgrading.
