i just wanna know if horizons halo reach credit mod tool still works at this point in time?? and if so what is the limit to add?

well if its 1000cr perday theres no point u can do the campiagn one and get a billion times as much
but can you add credits offline and buy every thing then go online and keep it all?

No. it will give you a message saying you must Forfeit those credits in order to go Online

so if i have 2mill credits and buy the lightning effect and end up with 0cr will i still get the forfeit error thing?

No because you have nothing to forfeit.
The lighting will NOT be brought online since you did not purchase it online.
