java -Xms1024M -Xmx1024M -jar bukkit.jar
Using "java" only works if you have it added as a PATH variable, anyone who doesn't has to change to specifically for their system.
Typically it should be "C:\Program Files (x86)\Java\jre7\bin\java.exe"
It might also be just Program Files or jre6 depending on their Java version or operating system.
