Will this be good enough to play GTA IV at a stable rate.

I just did that, but I need a simple yes or no. It just tells me the minimal and recommended settings.

Yes, that will run GTA IV with no problems.

60 FPS? Or am I pushing it? If it runs at 30/40 FPS then I would be perfectly fine, and the graphics aren't extremely bad.

What about DayZ? Because I am hesitant about getting GTA IV after getting it on the Xbox 360 then realizing there were awesome mods that were PC only. I have always wanted to play DayZ.

you didnt provide a graphics card, which will decide whether you can run it or no.

If it runs at 30 Frames Then just get it for a console. You wouldn't be getting the PC experience. Just a tip!
