If somebody likes what you have done they can award you rep.
You also gain it from getting posts.

You get rep by either posting good topics and people will give you positive rep
or
You get 1 rep power for every 25 posts you make

some one can choose to +rep or -rep u and the more u get rep the more uncan give people rep
but dont just go asking people for rep

People will allot you a certain amount of rep - or + depending on if they like what youve done or not.
Doing good things gives u this.
One rep power = 100 rep.
I just gave you 50 rep so 50 mor egets you 1 rep power.
