Well, unfortunately yes, it's a rat.
You can get a technician to have a look at the computer, but i'll bet it'll cost around $200!

As BHO said, your best bet would be using Malwarebytes, I've had the old 'E-Crime Police' virus, and Malware seemed to get rid of it easily.

If you're unable to access the internet/desktop files on the affected computer, try running it in safe mode with command prompt, then open documents with command prompt and run malwarebytes through safemode with a USB stick

News update I showed my computer guy and he said it was done for.
That I could not recover any of the data unless I paid or have it backed up and that there's no way to remove the virus...

I had one where it said I was going to be arrested if I didn't pay the fine, I just removed my battery and it went away :s

Malwarebytes will remove it but won't recover the data. Don't listen to TTGxVIOLENCE or the computer technician. Even if you can't get the virus off a good HDD wipe will do the trick. You still won't be able to get your data though.

Download the required things, as BHO stated malware bytes is good, then disconnect from your WiFi and do a full scan. I'd suggest leaving it on when you're out doing something as it takes a while. Need help pm me.

Maybe some of you should read that.

Just to clarify for everyone, a "RAT" as you call it is a remote tool to let someone into your computer. If that was the case you disconnect your system from the network and then you're sorted. You would run malware detection then deploy recovery tools.

With ransomware like this one, it will actually encrypt your data. So even if you remove the infected method of delivery it will not decrypt your data. This type of malware was recently covered by a few tech sites aswell as news outlets like the BBC.

Although I have sympathy with you for losing your data, there is no excuse for not keeping some sort of backup. With powerful technology there will always be someone who tries to ruin it.

I suggest going to the cops because this has been on the news before and first they'll ask for $200 then they will just keep asking for money. Or find a way to remove it.
